Yes, usually it is. Costa Adeje is on the south coast, where the weather is drier, sunnier, and a bit hotter for much of the year. Puerto de la Cruz is on the north side, which gets more cloud and more rain. That does not mean Puerto is cold, just less warm and more changeable.
If you are chasing beach weather, Costa Adeje is the better bet. If you want a greener, cooler base, Puerto de la Cruz can suit you better.
